Title: AL: I-565 new exit (10)

This is for Town Madison Blvd (https://maps.app.goo.gl/4Ljg8JNnCHfJHQXX6), and is a partial interchange for I-565 EB only (seems they have plans to make it a full interchange at some point, due to ghost ramps & signage for those ramps covered over (https://maps.app.goo.gl/YKN4ekvPnwG72pN97)).  Opened sometime between May '19 & June '22 per StreetView.

This will also need to be added to 'US72AltDec', due to it being along I-565 here.

WB ramps are currently being installed now. https://maps.app.goo.gl/HEJ5u6vdd7KvYVCLA

But still, interchange can be added right away, since the EB side has been open for 2+ years.

Missed this awhile back.  Pull request submitted.  Put the point at what I interpret as the "midpoint" with the construction of the westbound ramps.
