Title: NY: I-81 crossing over issues with US-11

The section of I-81 between Exits 8A & 9 probably could use a few extra shaping points to keep it away from US-11 a little better.  Probably could get away with 1 or 2 extra points to do this.

Same with the segment between Exits 7 & 8.  Both routes probably could use 1 extra point each to keep the line from crossing over each other's carriageways.

Some other fixes for NY I-81 and NY US11:

I-81:
Shaping points +X06, +X07, and +X12 are significantly off-center
Route is out of tolerance between Exits 12-13 & 47-48

US11:

81 & 11 are adequately shaped here. See my recent comment (https://forum.travelmapping.net/index.php?topic=5803.msg32694#msg32694) in the NY7 thread.
And the polylines don't even cross over where the routes don't in real life here.

CR194 is on Main St, not Washington. Leaving as-is.

Was almost going to ask, "Cite?", but when originally doing Operation NYCR (https://forum.travelmapping.net/index.php?topic=4617.msg25546#msg25546), I only changed labels where there was a pentagon shield. The only one I see here was removed after 2013. Changed.

Oh wow. Looks like the coords are far enough off here to not have been flagged by my script. Changed both label and coords.

NYSDOT RIS Viewer (https://gis.dot.ny.gov/html5viewer/?viewer=risviewer) shows it as town-maintained FWIW.
