Title: NC: NC-417 Military Cutoff Road Extension

Articles said it's suppose to open in September '23.  However, I can't find any news articles saying it's been officially opened, however, both OSM & Google show it as such.

OSM claims it's NC-417, and the new exit on NC-140 for it is Exit 23.

Route is now open.

Video @ that link confirms route number as NC-417.  Shield is shown @ the 1:45 mark.

So, only thing left to confirm is the exit number on NC-140.
