I was just thru Jacksonville yesterday and I think the 1/2 mile advance also has a shield.

Yes, I'm aware of that sign.  But I consider it as 'remnant' signage that wasn't updated when they removed & replaced all the other FL-114 signage with '8th St' signage.  Sadly, this was before StreetView was a thing, otherwise I'd show a before/after.  Don't know why they didn't replace that one sign, or at least cover over the shield when they did all the other signage work.

And for the record, the exit doesn't even have 1/2 mile signage going either direction.  Only 1/4th mile advance even announcing it.

So, going with a no-build here.
