Title: NJ: NJ NJ64 missing?

This past Sunday, I clinched NJ NJ64, which is a very short state highway.  The only shields are on blade signage, there are no reassurance markers.

I've been told that it was previously decided that this sort of signage doesn't "count" for NJ.  Is that true?  It would explain why it is missing from clinchable routes in NJ.
