Title: WI: I-43/US12 Missing Graph Connection

I-43 and US12 are missing a graph connection in Elkhorn, WI, due to the corresponding waypoints not having the same coordinates. The points in question are 27 for I-43 and 321A for US12.

All that was done on US 12 on the last update seemed to be removing an unused alternate label.
