Title: NC: US 23 Point Concerns South of Waynesville

US 23:
1.  Consider replacing the shaping points south of US64/441Bus with visible points.  (also affects US 441)
2.  SpeLn>-GarBucRd (https://www.google.com/maps/@35.2931255,-83.2724436,3a,26.1y,121.59h,90.17t/data=!3m6!1e1!3m4!1sWJ6LfOu54khj8V6YX6IdVw!2e0!7i16384!8i8192?entry=ttu) (also affects US 441 and US 64 TRUCK (Henderson))
3.  Consider replacing the shaping points between SpeLn and NC 116 with visible points.  (also affects US 441 and US 64 TRUCK (Henderson))
