Title: PA: East End of US 6/PA 660 Concurrency

PA 660 is being realigned this year at the east end of its US 6 concurrency.  The project is expected to be complete in October 2023.

I believe this project is done based on what I have seen in my workload lately.  I still want to field check it first if it is not put in OSM before I get to it.
