Title: VA: US 60 and VA 143 Point Additions

A point should be added at Green Mount Pkwy (AKA the Skiffes Creek Connector) (https://www.google.com/maps/@37.2080878,-76.5985031,3a,75y,318.91h,84.07t/data=!3m6!1e1!3m4!1sp7gILPyA5PCPjV1AQagfrw!2e0!7i16384!8i8192?entry=ttu) on both routes. The nearby shaping point on VA 143 should probably be removed as well.
