Title: NM: Concurrency issue with I-40BLGra and NM122

I-40BLGra is concurrent with NM122 through most of Grants, NM but it looks like the section between NM53 and NM117 isn't technically concurrent on TM (right now logging that portion of I-40BLGra doesn't count towards NM122 and vice-versa)
