Title: URY: bypass of San José (RN 11?)

A new bypass of San José opened in December 2023, connecting 3 and 11 east of town. It does not seem to be signed for thru traffic on 3, but signs for 11 show both the bypass and the old thru route. For example:

* the bridge south of 11 is marked as being on 11, with distance measured from the south end (https://www.mapillary.com/app/?lat=-34.357620699999046&lng=-56.68288180000201&z=16.553113285161103&pKey=398626395905820&focus=photo&x=0.6660992108751954&y=0.6533190975017416&zoom=1.7191977077363896)

I think this is enough to create a 11Jos, so I'll do that and submit a pull request linked to this.
