Title: IL: I-180

Exit numbers should be added at every point with the exception of IL29 and I-80.

StreetView confirms exit numbers have been posted since at least June '18.

Also, route should 'probably' be flipped to match the exit numbers, even though the route is posted as N/S, the MM's seem to be E/W, with 1 being @ I-80.

That's not implying E/W, that's just following the MUTCD for 3di spurs which says exit numbers should increase heading away from the parent interstate regardless of direction.

I'm not entirely sure I'm a fan of that MUTCD rule although it certainly does make things easier in some locations. I guess I should be really, really glad that I-380 goes northward from I-80.  ;D
