Title: autl3: Lower Austria Landesstraßen L

First routes are in HB now: https://travelmapping.net/hb/index.php?sys=autl3

The routes are signed on km posts in the same style like the Upper Austrian (https://forum.travelmapping.net/index.php?topic=5169) roads. The Lower Austrian roads are not signed on every km post but on some 1 or 2 out of 10 km posts. Please refer to that post (https://www.autobahn-online.de/phorum/read.php?3,199495,201621#msg-201621) for some GSV examples.
Please also refer to the readme (https://github.com/TravelMapping/HighwayData/blob/master/hwy_data/AUT/autl3/README.md).

The system has more than 2,000 routes from L2 through L8130. It will take some time till it will be promoted to preview.

I've temporarily split the system into 9 systems. Thus, the routes from L2 thru L2316 (and L7000s) are already in preview now.

I've completed the draft of all routes. I've merged the temporary systems into the main system. The system has some 2,200 routes for more than 6,100 miles. The system is ready for peer-review.

I've reviewed the system. It will be activated with the next site update.
