It's an FM spur, and appears in the FM routes Yakra has drafted (from FM 1825 to I-35) but hasn't yet promoted to Preview. In Github it's in the usatxf4 directory.

I see...confused about Spur 1570 (appears to be posted as an FM) and Spur 1966 (street blade only AFAICT) which are on the list of the other State Spurs...
