46 -> recenter it on the interchange

The waypoint placement was intentional. It is centered on the dominant movements within the interchange, the ramps from SB 117 to A-15, and from A-15 to NB 117. (It turns out that those ramps are officially A-915, though they appear to have no A-915 signs so far.) No change.

What do you suggest for these existing waypoints? Two are perfectly centered, and the third is only slightly off. I would very slightly tweak the third since I'm making other changes to the QC 117 file, but that's not really necessary.

OK.

I'm also changing ToA-15(172) -> ToA-15, since it connects to an unnumbered A-15 on-ramp rather than exit 172.

That was to show where the suggestions were located in the current file to make it easier for you to find the roads mentioned for addition.  Wasn't recommending you recenter those.

Sadly, a duplicate label got introduced here.

qc.qc117 ChMou DUPLICATE_LABEL This is always a true error and cannot be marked false positive.
Thankfully, not currently in-use.

One of the 'rare' occurrences that we can add a 4th letter to make one of them different?  That or '_(city name)'?
