Title: OR: Northeastern corrections

Just traveled out to northeastern Oregon and noticed a few things that need to be corrected in TM:

OR 37 is unsigned in Pendleton (south of US 30).

OR 351 is completely unsigned with zero references to the number anywhere.

OR 82 Truck in Elgin is marked on the wrong street. It runs east-west on Alder Street rather than Cedar.

OR 37 between US 30 and I-84 is shown in the ODOT GIS, with route marker shield.
Same with OR 350 and 351.

OR 82 and OR 82T fixed --
OR82:
Original OR82Trk_S > CedSt
New point OR82Trk_S at Alder Street.

OR 82T: Moved off Cedar Street and onto Alder Street. Points at OR 82 and 7th Ave adjusted.

Changes local.
