Title: IA: Broken concurrency (IA 12 & Bus 20 in Sioux City)

The segments between Virginia St & Fairmount St don't match up because they have different points for Business 75.

Also, for Business 20, the point at Virginia St is mislabeled GorDr_W, even though it follows Gordon Drive through the intersection.

The point for GorDr_W was copied from when there was an official designation change for IA 12 while officially renumbering Gordon west of Virginia as IA 812. Yes, it annoys the crap out of me as well. Because IA 12 is unsigned, it would be better for me to rename it as VirSt on the US Business 20 file.
