Title: AR: AR 396 decommissioned

Another update I never noticed until just recently is AR 396 located in Boone County is now decommissioned. I knew it had been decommissioned for some time, though I didn't know that it was still on the map, so I wanted to bring it up.

You can compare the same intersection between the GSV imagery from July 2019 (https://www.google.com/maps/@36.3981855,-93.227946,3a,75y,192.29h,77.37t/data=!3m7!1e1!3m5!1sUQDJeklYyiF-Gn_bC5NL7A!2e0!5s20190701T000000!7i16384!8i8192?coh=205409&entry=ttu&g_ep=EgoyMDI0MDgyNy4wIKXMDSoASAFQAw%3D%3D) versus August 2022 (https://www.google.com/maps/@36.3981931,-93.2279578,3a,75y,192.29h,77.37t/data=!3m7!1e1!3m5!1s-gW1YNLQuigPwEbj3gQSMg!2e0!5s20220801T000000!7i16384!8i8192?coh=205409&entry=ttu&g_ep=EgoyMDI0MDgyNy4wIKXMDSoASAFQAw%3D%3D) and see that it isn't signed anymore. It also doesn't show up on the ARDOT county map either (it would be located just south of the AR 14 at US 65 intersection near Omaha).
