Title: LA: Bridge Permanently Closed on LA 3169

According to LA DOTD's 511la.org website, "LA 3169 bridge over Bayou Rigolette is closed permanently due to damage to the bridge."  The route is now split in two.

DOTD has placed a dead end sign (https://www.google.com/maps/@31.5262579,-92.6743416,3a,15y,126.05h,88.6t/data=!3m6!1e1!3m4!1seRbHHvO56TBaSV3fzvR3mA!2e0!7i16384!8i8192?coh=205409&entry=ttu&g_ep=EgoyMDI0MDkwMy4wIKXMDSoASAFQAw%3D%3D) near the route's western end.

A similar thing happened with LA 157 a while back.

Thanks. It appears that bridge has been closed for years, so I don't know how I missed it before. https://github.com/TravelMapping/HighwayData/pull/7695 (dates are correct this time)
