Title: CA: I-15 exit issues

Hillery Dr (HOV) (https://maps.app.goo.gl/kJNTBFLPbftFBZuA9) - open since at least Dec '14 & is a full interchange.  Between exits 15 & 16.
George Cooke Express Dr (HOV) (https://maps.app.goo.gl/X5qHLyBxRYTqzG4cA) - open since at least '11 & is a full interchange.  Between exits 23 & 24.
Del Lago Blvd / Beethoven Dr (HOV) (https://maps.app.goo.gl/LraMD3ZowUsBwx1d9) - open since at least '11 & is a full interchange. Between exits 27 & 28.
Hale Ave (HOV) (https://maps.app.goo.gl/27S7C1vsg5NehmtR6) - open since at least '12 & is a partial interchange (NB off/SB on). Between exits 31 & 32.
91 - could use a recenter, as the interchange had a new overpass installed to the north of the old bridge.
