I found a great list indicating changes to rail transport: https://en.wikipedia.org/wiki/List_of_years_in_rail_transport
For instance, there is a list of 2023 updates (https://en.wikipedia.org/wiki/2023_in_rail_transport) or 2024 updates (https://en.wikipedia.org/wiki/2024_in_rail_transport). We might use the list to check if we caught all updates for "older" systems. I've already implemented 2023/24 changes for Luxembourg and Hanover (https://github.com/TravelMapping/RailwayData/pull/212) I wasn't aware of.
Feel free to add more reliable sources indicating rail transport changes.
