Title: ROU: DN76 Beiuș Bypass opened

OSM does not (yet) indicate any numbering but minimum DN76, E79 and DJ764F need wps, and OSM indicates a new DJ764L to be added.

It should come with the next update, together with the bypasses of Osorhei and Alesd, also opened recently.
