Title: AB: AB-216 exit 3/4 changes

3 -> *3 - WB only exit closed sometime between Aug '19 (https://maps.app.goo.gl/aAQzQiwcwZtpeMwN8) & Oct '20 (https://maps.app.goo.gl/5JPp4Rsm9dvKjxkk6) per GSV.
NEW -> 4 - Opened sometime between Aug '19 (https://maps.app.goo.gl/3DZgAKWCfFxktVT47) & Nov '20 (https://maps.app.goo.gl/XQ5buyxDpoVxCRjF6).  Not a replacement for Exit 3, as this new exit is an EB only exit.

Debated whether to stil include *3, being right at the edge of 4's footprint, 1PPI & all.

Well, they are 'technically' two different interchanges, since the WB only one was removed (3), and the new EB only one was built (4).  Don't think something like this would qualify for a 1PPI IMO since there was never an overpass.
