Looks like they are getting close to opening it.  They're paving it finally after several years of just sitting there being graded.

Fall of next year (https://mdot.ms.gov/portal/news_release_view/1884).  There's still realigning on the west end, paving west of MS 1, and the MS 454 interchange.  As I understand things, they're opening the entire thing at once.
