Title: SWE: Umeå SW bypass

A first section was opened today, another section is announced to be opened next week. The remainder anytime later.

I don't know the future road numbering of the new SW nor the existing northern bypass of Umeå but minimum E12 and R92 need a new wp.
No affected TM travelers.

Edit: It was fully opened today: https://www.skyscrapercity.com/posts/190758176/ There is a map indicating E12 being moved to the new alignment while E92 remains on the old alignment.
