Title: WI: Jurisdictional changes

WIS 75 is going to be deleted, becoming a county route.
CTH KR is going to be redesignated WIS-195.  Now there are state routes at both ends of the useless WIS-311.

Field checks required before this is confirmed.  Hopefully I can get there during the next couple of months, unless AARoads Geek Jedi (or another) gets there first

Confirmed by signs. KR remains west of the Interstate, but east of the interstate is now 195 all the way to WIS-32. 75 is gone.

Looks like you forgot the segment between WI 31 & WI 32.
