Title: AR: AR137S (Armorel) and AR 917-1 decommissioned

For AR 137S, I went by the route a few months ago and noticed that there weren't any shields on it. I didn't get any pictures from the road itself, and the GSV imagery isn't recent enough to show this change, but I drove by where the route would have intersected both AR 137 and AR 18.

For AR 917-1, I drove by this about a year ago and unfortunately didn't get any pictures myself, but more recent GSV imagery has reflected this change.

Deleted AR917-1 (https://github.com/TravelMapping/HighwayData/pull/8017) a couple weeks ago.
Held off on 137S because what should the waypoints be renamed?

But we can't guarantee that designation's extended all the way down to AR18.

Seems it might have kept the same name, per the USPS website.
