Title: DEU-HE: A49 opening

The final section of A49 is announced to be opened in the first quarter of 2025 (source (https://www.deges.de/aktuelles/neuigkeit/autobahn-gmbh-und-deges-a-49-lueckenschluss-kommt-im-ersten-quartal-2025/)). Since the Autobahn was supposed to be opened this fall, the official toll table (valid from 2025-01-01) does already indicate the new road plus B road dedications (summary (https://www.autobahn-online.de/phorum/read.php?5,194628,202591#msg-202591)).

To do on opening:
- Extend A49 to A5
- Merge B454Tre into main route
- Truncate B454 main route till A49's exit 18
- Reenter B454 remainder west of exit 19
- Add B62 branch from B62 to A49's exit 20
- Adjust L3290 wps with B62
- Add A49's exit 21 for L3072

To do later when road number will be known:
- Add route for former B454 between A49's exit 19 and east of exit 18
- Rename intersecting route wp labels: L3071, L3263, L3342 and B454

Edit 2025-03-08:
- A49 is announced to be opened 2025-03-21
- The new B62 section was removed from the 2025-02-15 mauttabelle (https://www.autobahn-online.de/phorum/read.php?5,194628,202838#msg-202838)
Edit 2025-03-24:
- B62 is also missing from the 2024-04-01 mauttabelle
