Title: DEU-BW: B39 downgrade Angelbachtal - Heilbronn

B39 will be downgraded to state jurisdiction on 2025-01-01. Source: mauttabelle.de and several news article from 2024 (behind paywall though, thus no details know).

B39 will be split into two segments. The western segment will end at B292 in Angelbachtal: https://travelmapping.net/hb/showroute.php?r=deubw.b039&lat=49.238128&lon=8.773431&zoom=16 The eastern segment will start at B27 in Heilbronn: https://travelmapping.net/hb/showroute.php?r=deubw.b039&lat=49.139551&lon=9.201951&zoom=16

I don't know the future L road number. Thus, I have to wait for more info.

I've already implemented rededications to B27, B39 and B293 in Heilbronn today (https://github.com/TravelMapping/HighwayData/pull/8011/commits/df8ecbab0f3ff835763bc66c7c37c06aefa90386). The wp label names in Heilbronn do already represent the future truncation of B39.

It's L533 according to https://www.geoportal-bw.de/#/(sidenav:menu) and numerous news articles or press releases, e.g. from RP Stuttgart (https://rps.baden-wuerttemberg.de/presse/artikel/nordumfahrung-frankenbach-neckargartach-sowie-vierstreifiger-ausbau-der-l-1100/) or Sinsheim (https://www.sinsheim.de/rathaus-service/aktuelles-presse/pressemitteilungen/989/l533-ehemals-b39-eingeschraenkte-verkehrsfuehrung-im-bereich-der-autobahnbruecke-zwischen-kirchardt-und-sinsheim-steinsfurt).

The existing L533 in Sinsheim is gone according to the geoportal map.
