OR141 -> HallBlvd
OPR217 -> OR217

OR141 -> HallBlvd

Huh. My local copy has had the correct tags since 2019. (SWHallBlvd +OR141 and OR217 +OR217(2A_N) for OR 8, and HallBlvd +OR141 for OR10).
Will submit with the forthcoming Sikkim and Uttar Pradesh batch.

I only mentioned them as both 'HallBlvd' due to the rule where we drop all 'SW' type labels from waypoints unless we need them due to two different roads with the same name, but different direction specifier (happened a lot for me in the Miami area on US-1).

I was more surprised that the corrections I made back in '19 never made it live.

Hall Blvd tweak made to OR 8. Leaving the other cardinal prefixes in at the moment as OR 8 goes through both Hillsboro and Portland's grid.
