Title: WI: state aux route files misplaced

WI/usausb/ has several wi.wi* files that mostly appear to be older versions of files in WI/usawi/.

There is one, WI/usausb/wi.wi023busply.wpt, which does not appear at in the correct folder, and is missing from the Highway Browser (https://travelmapping.net/hb/index.php?units=miles&u=oxlahun&sys=usawi&rg=WI).

WI 23 Business (Plymouth) was removed from the Highway Browser on 9/6/2015.
