Title: NY: NY 366 point request

For access to the Cornell campus, I used JuddFalRd.  It seems as good as any to provide a point in that area.

Turns out I ended up traveling the whole segment at the west end of NY 366, so I don't need a point.  It might still be worth adding a point at one of the intersections that connects to the Cornell campus.
