Title: VA: US23 and US58AltAbi broken concurrency

I noticed this when I spotted a little bit of the US auxiliary routes purple-ish running right alongside the US routes red near Norton, VA.  So, I looked closer and saw that US58AltAbi has a point for SR622 but US23 does not.

It looks like the issue now is that US 23 has a hidden shaping point that US 58 ALT does not have.

Just bumping this as a reminder.  This would be between SR622 and SR619.  And I found that missing shaping point that is in va.us023.wpt but not va.us058altabi.wpt.
