A motorway upgrade is underway west of Elbasan. I'm not aware that anything happened east of Elbasan. I asked for clarification on SSC (https://www.skyscrapercity.com/posts/192988959/).
We have no specific maintainer for Albania. Feel free to make the changes - except of SH3 - by yourself.

All except UnaMad (and SH3). OSM shows ramps on UnaMad but Google Street View is unclear and i can't find new enough aerials.

I see the northbound offramp but the onramp (indicated on OSM) seems to be wrong. I think that we can also see the southbound onramp on the left: https://maps.app.goo.gl/hJRjRhMT9hwPbGqDA I'd add the wp.
A3 is to be opened by the end of 2026 (source (https://www.skyscrapercity.com/posts/192996939/)). You could open a new thread in the 6month+ board but I could create a lot of threads like that for Europe ;) I think I'll report it here anyway :D
