Title: PRT A17 wrong exit numbers

If the numbers we have actually existed, they were only in the time period 2009-2014.

I don't know. I just took over from si404. Our numbers didn't change since 2015 (https://github.com/TravelMapping/HighwayData/blob/bd53a08e8d22dc82bf9ff8f546b680d0ed202cdb/hwy_data/PRT/prta/prt.a017.wpt).

I think these didn't change since Tim made the system for CHM.

Not quite fixed. The exit is 17, not 17A, which is why I put PRT A17 16 17 in toll_roads.list.
