Title: LA: I-210 exit number issues

1 -> 1B (https://maps.app.goo.gl/yrTgTk9B6YBYbMBw6)
missing -> 1A (https://maps.app.goo.gl/gwjHPKmXCRkmdU64A) - this is completely separate from the full I-10 interchange.
10A -> 10 - renumbered between Jun '11 (https://maps.app.goo.gl/VtWHZAS9zf4du3d78) & Dec '13 (https://maps.app.goo.gl/kUwLNcfDorvqrKyFA).
10B -> 11A - renumbered between Jun '11 (https://maps.app.goo.gl/ndgWyQCw5xesWvVr8) & Dec '13 (https://maps.app.goo.gl/Egwqe2K1L3eQ53Pa7). Choose 11A to leave current 11 as-is.

Ok.  I'm not sure how to position 1A.  Where the ramp leaves the freeway?

Thanks, I'll upload this fix after the 1A positioning is decided.  I went ahead and added this to a pull request:  https://github.com/TravelMapping/HighwayData/pull/8523

Added 1A and changed 1 to 1B.
