Title: LA: I-59 exit number issue

I-10/12 -> 1 (https://maps.app.goo.gl/YAANM3yM9HqaWq2M7) - Has always had exit numbers since the beginning on GSV.  Not sure why we avoided having them in the file.

Thank you.  This was also on Markkos1992's list.  I was going to make all changes at once, but this should probably be prioritized.
