Title: LA: LA-447 point suggestion

BugAve - Just north of the current US190 point.

Why you may ask?  Historical eastern end of LA-1027 which was signed at least up till Jul '16 (https://maps.app.goo.gl/DnpXMwPoQurfcTse7).

Also, in LA-1027, would recommend the following change:
End -> BugAve_E (https://maps.app.goo.gl/DqDyqoNbR7Am4k1L8)

That makes sense, though it's actually BurAve, not BugAve  ;)  Added the point.

It looks like it actually ends at the Walker city limits, so I changed End to WalLim.  I didn't add an alternate label, because I was the only one using the point.
