Title: NC: US 15/501 waypoint inconsistency

Along the US 15/501 and NC 87 concurrency in Chatham County, US 15 and NC 87 have a waypoint JoeWomRd (between WalBriRd and SanRd_N) while US 501 doesn't. Proposing the waypoint be added to US 501 for consistency.
