Title: MN changes

MN 123 has been truncated to the east city limits (https://drive.google.com/file/d/17mTqWMThaCQ6oBCrlyjsPo-FOTNz_AjR/view?usp=sharing) of Sandstone, or close to it. Westbound view (https://drive.google.com/file/d/1ZP-0SV6q6ss0zpByqM0ft57Nhbu8oFNF/view?usp=sharing) of the east end, and the former turn that's now the intersection of two county roads (https://drive.google.com/file/d/1kQBuWEbIvgFQnB8V93Zdk8EMG2i04iLq/view?usp=sharing).

MN 96 has also been truncated, to the junction with MN 244 (https://drive.google.com/file/d/1hBA4k172f9G2hzUpOQMTlrPRHhQNJK8L/view?usp=sharing). East of there it's County 96 (https://drive.google.com/file/d/1DL-OmrYQ7fC_yW2bC1m_beP4iLBr7_e4/view?usp=sharing).

MN 23's business route in Paynesville is a little more official than it used to be.
