Title: ESP-CM: TO-23 missing in HB

We have it as N400 in HB. However, the blue km posts indicate TO-23, e.g. km7 (https://maps.app.goo.gl/q5hKnYeRvJhDcaEz8). The direction signs still in indicate N400  :pan:
East end seems to be at km8 where the pavement changes. There is a "Red ...." sign just behind: https://maps.app.goo.gl/GZCJ7vqpd59Paxhz5
West end is at the roundabout west of A42, i.e. I have no clinched the route today :( https://maps.app.goo.gl/1h7cjriNWcjR3gPb6

Route added with https://github.com/TravelMapping/HighwayData/pull/8637 but I think we should extend the route as west end. See above.
