Title: usamp (Northern Mariana Islands Territorial Highways

NB: given all these routes start with 3, and are just on one island (Saipan), I presume that other islands have other numbers.

Edit: I've found the existence of routes 201 and 202 (Canal St) on Tinian.

Edit (yet again): Rota, as I had guessed, has the 1x routes (I see 11 and 100)
