MN: MN 5 truncation

The easternmost 8.3 miles or so of MN 5 were turned over to Washington County in late 2015.  The new eastern end of MN 5 is at the southern junction with MN 120.  This is not yet reflected in the Trunk Highway log (last issued 2015), but has been visually confirmed by me, as well as by a number of contributors on aaroads.

Just a note here to make sure the updates.csv entries for the MN changes get in.
