WI: WI 16 and WI 26

Reviewing my most recent results, it looks like WI-16 needs a slight adjustment near Watertown. Waypoint 80 needs to be moved west to correspond with the new junction with WI-26 (or a new waypoint added, since the junction with WI-26 and the business route are no longer coincident).

As is tradition with Wisconsin, this one point change affects no fewer than three routes (WI 16, WI 16 Business, WI 26 Business). But it looks like I needed to redo 16 anyway because I still had it going north from that location instead of west to new WI 26 then north.
