Suggestion: this should be moved to the same coords as the NY 96 endpoint in order to create a graph connection. It objectively ends at NY 96 and the point is labeled such.

I agree. OFFICIALLY, the thing ends at NY 96, too.

I'm inclined to agree, but what needs to be checked here first are two things:

- Does the short bit of roadway between the NY 17 centerline and NY 434 belong to 96 or 434?
- Is the segment of Southside Dr between the "96/434 intersection" and the EB 17 ramp intersection part of a state highway route?

So, officially, NY 96 begins at the intersection of the EB ramps with Southside Dr, and then makes the left turn onto the Court St bridge. Its endpoint is placed where it is likely because "one point per interchange".

NY 434 ends at the intersection of Southside Dr and the bridge, exactly where the point currently is... but NY 96 does not reach there as mapped. Moving NY 96's endpoint there would break the graph connection with NY 17. Creating a separate endpoint there meanwhile would just be awkward since you cannot get to NY 17 from NY 96 without passing through that intersection, so the NY 17 point would be functionally useless if there were a separate NY 434 point, except for maintaining the graph connection.

This is part of NY96, as shown in OSM. FWIW, the connector to the WB ramps is SR962G, so everything between the two sets of ramps is state highway.

The question then becomes, do we...
- Declare this a case of One Point Per Interchange, or
- Double Half Interchanges?
Neither term has a full, complete definition.
Sure, the WB & EB RIROs are ~0.79 mi apart if the intermediate point at the thru road itself is left out. But it's still a pretty clear "single interchange", IMO. This makes the most sense from the standpoint of the NY17Bin file, at the very least.
Right now, I'm leaning toward treating these portions of Southside and Lackawanna as part of a single, expansive, interchange.

Might be why it was created the way it was....

I'm with Eric in that I'd consider this a "one point per interchange" situation.  I'd either leave it as-is or "extend" NY 96 with a new point at NY 434 (basically what Anthony suggested in the OP) and leave it at that.

I also think that NY434 endpoint should be moved to the interchange of I-86, NY17 and NY96.

Done. I only moved the coords of NY434's endpoint, and left all labels intact.
NY434, de facto, in the field, ends at NY96. In the TM sense, it ends at "one interchange" with NY17 & NY96.
If y'all think NY17/96 is more appropriate now, I suppose I could change that.
