Oregon: Sunrise Freeway

The freeway extension of the Milwaukie Expressway (OR 224) has a route number already (OR 212). Though not open to traffic, the reassurance marker has already been posted, bringing up some questions:
Is the Milwaukie Expressway being renumbered to 212, or is it still turning south at OR 213 and heading east along the Clackamas Highway (as currently routed)? Why isn't 224 being routed along the Sunrise? If 212 is eventually taking the Milwaukie, why? This used to be the Sherwood-Tualatin-West Linn-Oregon City-Clackamas-Boring route before I-205 was built; this new routing is... different. Oh well, files will have to be updated when the road opens.

OR 212 shield just past the OR 224->I-205 N ramp has been swapped out with a 224 shield.
