SD: SD 63 should be continuous

So I just got back from a trip to the Omaha area, and drove down there on SD 63. Now, the situation in the HB matches the state maintenance laws, but there's a SD law on the books that allows counties/cities to sign routes through gaps in state maintenance if they so desire (like the situation in Sioux Falls). Mellette County has chosen to do so, with that section of road being in nicer shape than the state-maintained portions.

This wouldn't affect anyone directly, as it appears I'm the only one that's driven SD 63 between SD 44 and US 18 (I haven't put it in yet just so I don't have to go back in and edit it).

I don't have a problem with doing this. Frankly, the funnier/weirder part is that the gravel portion is retained.
