WV: WV 51 rerouting in Inwood

Based on my recent end-to-end drive of WV 51, I can reliably report that WV 51 in Inwood has been rerouted to a newly constructed road such that it no longer has a multiplex with US 11. WV 51 and US 11 now cross at a roundabout that's been constructed at the current US11_N waypoint on WV 51.

The new route does not appear to be shown on OSM yet, at least as far as I can bring it up on TM; one can see the new route as being under construction in Esri WorldImagery. HERE Hybrid Day also shows the new road.

I'm not specifically advocating immediate changes to the HB, it may be more prudent to wait until more of the maps catch up. When we do decide to implement this change, the US11_N waypoint becomes just US11 and the former US11_S waypoint should be replaced by a waypoint for Middleway Pike where WV 51 leaves its former alignment.

A love of different services are showing the reroute of WV-51 here, so I'm confident that the change can be made without any issue.

Just shift the 'US-11/WV-51' intersection a tick to the north & put a point on WV-51 near Surveyor Dr.  Easy enough.
