GA: US 29/78 missing waypoints

Just west of Athens, GA 8 and 316 have a waypoint at OcoCon, while US 29 and 78 do not. This causes them to separate in the HB between the US 78 and GA 10 Loop junctions, even though all four routes should be concurrent through that segment.

It's in my queue. I've been remiss in working the GA state routes, as several 60-hour work weeks have gotten in the way. Now that that's over, I should be able to get back to these items.

Incidentally, as the GA state routes are still in preview, there's still a decent chance of some changes.

While looking through my GA travels today, I noticed that the GA 316 concurrency with US 29 also breaks between SugPkwy_E and OldGA324, presumably because 316 has a waypoint at DroCreRd that 29 lacks.

I don't know whether or not this makes a difference, but GA316 is in the active usansf system as opposed to the usaga system in preview.

These were fixed with one of the GA route updates in the last couple of weeks.
