WA US97 has StaRd, and StaRd_2, which is a bit nonsklarkish.
Suggest relabeling the latter, possibly using the MilfPkwy rule.

They do differ in the 4th letter (StaRd is Starr Rd., and StaRd_2 is Stansbury Rd.) so that should work
